For good treaty comp stomps, I recommend using 100% handicap for both human players and AI players, just so that they get up in age and the player gets an easier management of resources.

Handicap bonus increases gathering rates and how much you get from a tree, mine, berry, fish, huntable animal. So 50% Handicap means 50% faster gathering and 50% more resources harvested from a resource. It also affects how fast buildings are created, and resource trickles and bank and factory generating rates.

I recommend Flycatcher + Guardsman AI on this site, Guardsman being the later version which is better at Treaty Games.

It is also better to play Eco Maps with the AI than build-in maps, because the AI will build gates for Asians and Aztecs, which was not enabled for AI in regular tech tree, and the AI will build up to 4 Town Centers with the extra +5 TC build limit.

Playing with the balance changes found on these maps are also important because AI will play better with reduced unit cost or increased unit HP or faster unit creation speed.

Handicap does not affect unit train rates. It does affect Technology research time, as well as Age-up time.
