You're correct, every individual in the Zone is designated a Stalker. (specifically with an uppercase referred to a proper noun in order to avoid ambiguity with the Free Stalkers)

No. You're stalker if you are not military / scientist. But Duty soldiers ain't suppose to call EACH OTHER that way. First, they use military ranks, not nicknames. Second, they don't use word "stalkers" when it comes to their personnel, only "soldiers" or 'warriors'(бойцы). Third, dialogs with Duty leaders (especially in "Clear sky") shows that they are soldiers perfectly.

Also, it's not normal when military player visit Duty base\camp and hear "Hello, stalker". Devs didn't think about that.

Not really, no. Techically everybody except military and scientists are stalkers. Still, Duty personell ain't suppose to call each other "stalkers". They don't actually. They call so the player only. Even if he is one of them!... Or a military, for example. It's kinda annoying.

Sure. But that's just a fancy title to separate them from regular troops. They work officially for the Government. So technically they're not stalkers anymore.

It says "ENG/RUS" but I am only seeing a RUS folder in the text files? I've extracted it properly so not entirely sure why it's missing or if this was intentional, if this is for Russians only might be best to change the title to be honest, mate.

ENG\RUS in my mods titles means *description* of the mod on two languages.

Yes, everything is correct, there is only Rus folder in the archive. Because only in Russian dialog player get invitation to join Duty after completing quest with destroying mutants. There is just nothing to change in English dialog.

Description says:
-(Russian version only) Dialog with random Duty soldier after completing his quest was edited. He won’t be offering you to join Duty.
