Making AI invest into education of its citizens so that it scales into late game.
I've tried for so long to make AI invest into research w/o giving it unfair advantage. But! Due to hardcode limitations i've compromised...
AI is locked to max education budget of 75% during peace and 20% during war. I've inherited (From Crimeamod) a triggered modifier that gave AI +25% edu. eff. when it invested over 74% into education. It did not change squat so i've made it dynamic with base giving +30% and then +50% from 1860+ and +75% from 1900 onwards.
(Better bonuses do not apply to uncivs which became way too strong in civilising even in 1.4)
AI gains a flat +50% edu eff. while at war which amounts to +10 since its on hardcoded 20% edu. budget max.
I've fiddled with weighs and technical stuff to make AI prioritise educational funding as much as possible. So it actually does reach the hardcoded 75% limit.
With AI having better literacy it will hopefully pose a greather threat to the player,
It's not an "unfair advantage" due to how Player will almost always be on 100% edu-spending those modifiers will provide AI will less at any point of the game
This patch was not to come out so soon, but in my observations i've saw that a glitch that could perma brick ones game was still present and thusly i, sadly, had to remove Africa uncivs neutrality cuz it had (even after fixes) appr. 2% chance to kill a whole run... I shall not allow such a disturbance in my mod.
Africa:
- Oman now owns full states in Africa to prevent AI from colonising there w.o owning coastal so they would get war exhaust from "Blockaded" and DIE. It did not happen often, but sometimes it fcking... did.
Italy:
Sardinia now retains its cores upon Italian unification so it can be "free people'd" or freed upon dismantlement.
Italy now gains Sea Power&Merchant Marine Academia cuz they historically focused on navy upon unification.. and their armies sucked.. simple as.
Navy:
