Thing to remember is that xray isn't great with multicore cpus and will almost always use all resources available on core 0. So a high frequency core is the way to go.
Perhaps also forcing your cores to "unpark" themselves during gameplay would help with the performance as well. And finally setting you memory to XMP profile could indeed make some difference as well.
Why limit to 1333mhz memory? 1600 and even later 1866 memory is getting cheaper, and around here it is a lot cheaper than 1333.
Could be an idea. Yesterday I realized my system is now 5 years old. That's a long time for not upgrading to something new. Granted it's all still keeping up and running most new games on at least high settings.

There could be other factors also affecting your performance such as bloatware / services running in the background of windows among many other things.
In one of my recent tests I saw that an SSD does wonders for xray. Due to how it loads assets.
What is the average FPS on a busy map like Bar?
What is defined as a performance hit though? On your current system, what are you specs and how much is frames affected over a period of time? Is the performance hitch gradual or spiked?

Have you perhaps looked at the videos of Elite: Dangerous's planetary footage? They have some interesting ideas for stations on planets.

But it's also a limitation of Xray. Unless you want ot do a dirty job and script the hell out of it. Either way, stick to you have, it is good.
Mmmmm, so then it would be possible. And a breathing effect would be a couple of different frames to give it that animation effect. Unless it has a basic transparency slider effect, which I guess might just use less memory.
In any case, it would seem like all this is possible.
Have you ever consider mutant attack effects? Seeing as bullets are not the only thing that will hit the hud with force. Possibly scratch marks of sorts? Squid tentacle effect for bloodsucker?
Don't get me wrong, it looks good. And yes if your goal was to make the monitor look like it's getting damaged then you have done a solid job.
Is it possible to use multiple layers on the hug system? In this case, IIRC, the GUI and mask are on two different layers. So is there any way to add more?
The thing about Metro's masks are that it's a 3D layer over the GUI. So a lot of thought and hard work went into it. Not to mention the animations.
While I would love to add something like that into the stalker verse, it won't be an easy undertaking.
It's already possible within the engine to create effects like you mentioned at certain areas within a map via smart terrain. You could even use scripts if you really want to.
I can understand cracks and marks, dust or other easily understandable effects. But bullet holes feels cheap to me.
There is one thing that rarely makes sense for me about huds used in the Stalker universe. Take the above for instance, it all looks great. but those look like bullet holes. If you are wearing a mask and there is a bullet hole in it, that means you've been shot in the head and should be dead.
Unless it is a mask that got picked up by the player.
That's pretty cool. It's a bit confusing as to why a space fairing advanced race would need to still use something like pistols though. :P

This was discussed a couple of times in the past. And to make it lore friendly it was decided that it was due to anomalies. These labs are all sort of "locked in time" and normal physics do not apply.
The issue could be that something like Smartscreen filter is blocking hte DRM service from running in the background. Maybe something to do would be to give the service access to your network account in Windows. Due to how they have set up sharing network traffic in Windows 8 and now 10, there are some very specific settings that have to be enabled to actually allow a service to access online repositories.
