He is dead, however, his epicness is carried in all the infomercials he made and in all the products he sold!
There are some achievements removed from TF2, which I found in the game files:
-Don't touch Oxiclean: Kill 50 Vinces with KABOOM!
-ShamW00t?: Kill Vince while he's using ShamWoW
-I guarantee it!: Sell a combined amount of 100,000 KABOOMS, Oxiclean and Big City Slider Stations.
-Get off the ball!: Kill 100 Vinces while they are capturing your Oxiclean Detergent ball.
-Following his dead corpse, camera guy?: Kill Vince in front of his camera guy 300 times.
-Oxiclean Union: Get 25 kills either assisting or being assisted by another Billy Mays (Olol, there can't be more than one!!)
-KABOOM!HAHA!!: Kill someone (For example Vince) with your KABOOM-showdown taunt.
-He isn't dead: In one round, get damaged by the SlapChop, ShamWoW and some other crap offered by Vince and survive.
-2009, a tragical year: Get 2009 kills on Vince!

and i dont know who is billy mays either exept that his a very respected salesman..

Vince is another salesman, he is similar to the Scout!
He has things like SlapChop and ShamWow!
So he is the enemy of Billy!
Type "Vince Scout" or "Shamwow" or such things in Youtube search!
