a small update that fixes some bugs with the older version and changes a few things. mainly, it removes the last remnants of NNM ai cheats by doing a kinda unelegant solution: the ai was always limited to 20% minimum education/admin spending and maximum 75%, which put them quite behind, and had to be slightly compensated by education efficiency/admin efficiency cheats. now, the player is also limited to minimum 20% and maximum 75%, except the price was raised, so that the current 75% costs the same as the old 100%. hopefully economy will also do better, considering the AI will now spend as much as the player before did on bureaucrats/clergymen, which will be slightly richer consumers
