Anime: Witch Craft Works.
She's not on fire, SHE IS FIRE!. So more of a fire elemental then a witch.
Could make a better quality gif if I could find better software then what I was using.
Always wanted to use that Doctor Who reference.
I can see little :3 faces in the flames on and below her broom.
Those are her familiars. If I remember correctly.
