You can have C4 and all other terrorist weaponry, that was not available to counter-terrorists (terrorist mode only)

A condition
zero mission pack containing both terrorist and counter terrorist
missions.
Installation:-
==========
Copy the FusionTerrorist and FusionCounterTerrorist folders to
steam\SteamApps\\Condition Zero\Czero\MissionPacks
Start the game and choose Fusion Terrorist or Fusion Counter Terrorist
from the drop-down box at the top of the screen.
