I faced it at warehouse, when i try to start a new game.Looks like it's beacause of the freedom weapon Loadout:(

I do not know if this will help i just found this on my play through. If you have Trader Overhaul and The former Covenant Weapons Pack those two are the ones conflicting and the Covenant Weapons pack is the one causing the crash since the trader overhaul is trying to add something that doesnt exist there so i had to remove the Covenant Weapons pack on my mods. i was having the same CTD error on Dark valley i do not know for now if it will happen on other areas but removing the Covenant Weapons Pack helped me reload that area that always crashed with wpn_sil_salvo. I hope this helps you as well since i was frustrated as well with this rare crash error.
