In wich Folder is the mod installed?
The error you mentioned , may occur
- wrong name of the Mod folder
Should be "Conflict on Chiron v3.3 Beta"
- incorrect instalation path
Firaxis Games/Sid Meier's Civilization 4/Beyond the Sword/Mods/

In this Version the Solar Activity Feature is buged.
Please turn of that Feature!
Single Player >> Custom Game >> Options >> No Solar Activity
I fixed that bug and will be upload a new version soon.
