They are indeed. They are a ground based supply collection option for if your supplies are getting camped by anti-air.

Try out a current mule drone and you'll get an idea of what its like

For the infantry? Medical Kit. The Ammunition kits are better for long range units like Javelins, enforcers, or stealthed pathfinders (if you combo the drone with dagger protocol)
